Scott Eli Peters
Scott Eli Peters (Thunderbird River Walker) is the Acting Kji-Saqamaw (Head of State and Head of Goverment) and Emeritus Covenant Prosecutor of the Sovereign Mi’kmaw Nation of Mi’kma’ki. A fluent Mi’kmaw speaker, diplomat, and legal advocate, he authored The Mi’kmaw Sovereignty Dossier: First Royal Edition, the definitive legal and ceremonial record of Mi’kma’ki’s reassertion of independence, effective October 1, 2025.
Guided by ancestral law, the 1725–1779 Peace and Friendship Treaties, the 1763 Royal Proclamation, and international instruments including UNDRIP and the Vienna and Montevideo Conventions, Peters has unified Mi’kmaw governance, Wabanaki kinship, and Crown relations into a single covenantal framework. His work bridges law and ceremony, asserting sovereignty through both Creator-given magic and formal international diplomacy.
Through this dossier and his leadership, Peters carries forward the sacred duty of Two-Eyed Seeing—one eye Mi’kmaw, one eye British—ensuring Mi’kma’ki’s eternal survival as a nation protected by its grandmothers, ancestors, and spirit world.
